The Dallas County Board of Supervisors met in its regular session on June 20, 2017 at 902 Court Street in Adel. Chair of the Board, Kim Chapman was absent.

Here is what you missed if you were not in attendance.

Culvert replacement at Brenton Arboretum

The board approved a right-of-way purchase agreement in the amount of $150 (0.03 acres at $5,000 per acre) with Brenton Arboretum in Dallas Center for a culvert replacement on Palo Place. The agreement was on the west side of Palo Place and on the south side of 260th Street at the Brenton Arboretum.

“Brenton Arboretum has, in the past, come to us and expressed some concern about a steep slope there with traffic that’s going out,” said Al Miller, Dallas County Engineer. “Also, we had some erosion issues and different things like that, so the decision was made to replace the culvert and extend it on the west side, especially because of the steep slope.”

Additional right of way was needed in order to do this, hence the action by the Board of Supervisors on Tuesday.

Miller said that construction would start either this summer or this fall, depending on when they can fit it into their schedule.

Sheriff’s vehicle purchase approved

Shannon Rollings from the Dallas County Sheriff’s Department was at the meeting to discuss a vehicle purchase request for the Department. The request to purchase a new 2017 Dodge Charger was to replace the current vehicle, a 2014 model that has 104,000 miles on it and is due for replacement.

This vehicle replacement will impact the current year’s budget, not next year’s, which starts at the beginning of July.

The request was approved unanimously by both Supervisors in attendance.

Cleaning service discussion

The Supervisors discussed, at length, their options for cleaning services, for the purpose of cleaning all of the county buildings. They compared bids they received from five companies along with what it would cost them to hire their own staff for cleaning.

They received bids from Nationwide, Jani King, Midwest, Reliable and FBG, with Reliable coming in as the clear low bid of $82,396.06 per year. The next lowest bid was Midwest at $107,318.15 per year.

The scope of the services includes cleaning all county buildings, including the Human Services Campus and the Courthouse, which make up about 60 percent of the space together.

To hire their own cleaning staff, three full-time staff employees would cost the county about $127,000 per year in salaries and benefits, while five part-time employees would cost the county about $74,000 per year in salaries and benefits.

Rob Tietz, Operations Director for Dallas County, expressed some skepticism about Reliable’s price, noting that their prices for window cleaning and floor care were thousands of dollars lower than the other bidding companies.

$618.02 per year, while all of the other bidders were at well over $2,000 for window cleaning. For floor care, the cost from Reliable was submitted at $200 while the others were well over $3,000 and one was even over $6,000.

“It does not look right to me, but it was in writing and it was verbally confirmed that those were their prices,” Tietz said.

No action was taken by the board at Tuesdays meeting and the item will be discussed again at a later date after more research is done.
