On May 10, 2011, Kadyn Halverson, age 7, of Northwood, Iowa, was struck and killed by a pickup truck while trying to cross the road to board a school bus. As a result the penalties for illegally passing a school bus were substantially increased.
This is commonly known as “Kadyn’s Law.” Based on my observations violators of Kadyn's Law have been surprised by these penalties.
Traveling though Illinois I encountered a school bus that was stopped in the middle of the road to pick up a child, thereby blocking both lanes of traffic.
Children were protected by the mass of the school bus rather than only flashing lights and an extended "stop" sign.
I don’t know if this was school board policy or the result of an individual initiative. Regardless, I think it is a good idea and at the very least deserves the attention of our local school board members to whom I have forwarded this email.
